Description
Could you reduce the disable-time to 1 s?
Most deployments probably have a single backend anyway and local connects are cheap.
A long disable-time is annoying when developing backends or when you restart the backend in production.

Use disable-time in fastcgi for all disables after errors, default is 1sec (fixes #2040)
