Description
For some installations of IE, the URI is sent without encoding. If the URI contains
characters in, for example, gb2312, lighttpd will refuse the request.
But the same request works well with IE.
Suggestion:
if(c<-1) return 1;

Yes.
This is a big problem also in URI which has Korean(EUC-KR) char.
