I don't think that's a good idea. It would break all third party modules.
The real question is: why does luasockets export buffer_xyz() and does it really have to?

There is imho no reason for luasockets to export that symbol (and if there is a reason they should prefix it).
I doubt that we will do such a big change in 1.x, so... no, we won't prefix our functions.
