Build error "[config.h].in" not found

Description

The build script is broken in 1.4.x-svn.

After doing ./configure, make fails because it looks for "config.h.in"
instead of "config.h.in". Exact same problem is also encountered when
trying to do dpkg-buildpackage on Debian.

This can be caused by using automake version < 1.8.

Upgrade to automake-1.8 to fix this.
