mod_ssl has a directive for choosing how SSL passphrases are sent on startup. The feature allows scripts to be run (theoretically) check security concerns and then set the password. This would allow more automation for starting and stopping the server when SSL is present.

I'll do my best to work out a patch, but my C is rusty and I don't know anything about the OpenSSL library.
