lighttpd restrict access

Hello,
I have lighttpd running as a web server on linux. (see config)
I want mail.test.xyz available as webmail, and I want mail.test.xyz/adminpanel blocked for everyone except my internal network.
Blocking goes well, but internally I also can't access the page anymore. (permission denied)
instead of 192.168.1.* I have also tried 192.168.1.0/24 but that makes no difference.
according to all the how-to's i have seen it should work, but in one way or another, not for me with this config.
Does anyone have an idea what I'm doing wrong?
