[OT] How to setup one of these proxies through lightppd?

Hi,
It might have been asked millions of times already, if so I would appreciate correct pointers
My goal is to convert my raspberry pi into a proxy server. For example, if you are travelling abroad I would want my android phone to connect to proxy first in UK and then browse the internet. Its one of these you can google "online proxy website" and then you pick a server.
First thing, does it have to be specific port for this to work? Like SSH? I have SSH disabled and if possible I would like to stay this way. I am asking this since I have seen several responses online claiming you need SSH port open to enable session / proxying.
Secondly, can this be done using lightppd? I already run 1 external service and 1 internal, but not a proxy
Third, what is the best set of practices I can apply in terms of security when enabling proxy? This need to be accessed only from my phone from abroad (I imagine we can set proxy password somehow?)
