lighttpd 1.4.54 compiled from source running on a very old OpenVZ Debian Jessie VPS

Linux -my-hostname- 2.6.32-042stab120.11 #1 SMP Wed Nov 16 12:05:45 MSK 2016 x86_64 GNU/Linux

I've narrowed it down to the create-mime.conf.pl script, if I use this:

mimetype.assign = (
        ".txt" => "text/plain; charset=utf-8",
        ".html" => "text/html",
        "" => "application/octet-stream" 
)

.txt and .html static files will work as expected
But if I use the default

include_shell "/usr/share/lighttpd/create-mime.conf.pl" 

everything including .txt and .html will be sent as application/octet-stream

The output of create-mime.conf.pl looks alright to my naked eye and -tt did not complain
