Description

Refering to #3148 I was a little suprised by your conclusion, that I needed to rewrite my code to make this work.

I added som more logging and studied rfc7540.

Why are you sending GOAWAY when data is received on a refused stream? The data is probably sent prior to the refused stream reply. When uncommenting the GOAWAY all is working as expected.

Attaching two logs. One prior to commenting out the GOWAY and one after.
